Partiendo del hecho de que el Congreso no pudo oponerse a las objeciones formuladas por el Gobierno, porque la Plenaria del Senado volvió a someter el informe sobre las objeciones a votación nominal y pública, tal como lo ordenaba el Auto 086/12 de la Corporación, sin que se lograra la aprobación por mayoría absoluta como se requiere en estos casos, la Corte decide ARCHIVAR el proceso OG-141, por carecer de competencia para pronunciarse sobre el asunto, puesto que las objeciones prosperaron y la ley no fue sancionada.
